Review Comment:
[P2] Add shell coverage for collector unload and reload
This adds a stop transition and the matching start calls to the plugin
hot-reload paths, but the added shell assertions only cover startup and
stream-only exposition. The existing `t/cli/test_prometheus_reload.sh` only
checks whether the endpoint returns `{}`, which cannot prove that sampling
stops, resumes, or avoids duplicate timer chains.
Please extend a CI-executed shell test to drive the real plugin
configuration through disable -> reload -> enable -> reload, use bounded
polling, and assert metric updates together with collector/timer state.

Review Comment:
[P2] Expire metrics for workers that no longer exist
These process gauges are registered without an expiry, and `stop()` does not
remove their label sets. After an NGINX reload reduces `worker_processes` from
2 to 1, the reused shared dictionary still contains the last samples for
`worker-1`, with no remaining process to overwrite them. `metric_data()`
continues exporting those samples, so consumers that aggregate these gauges can
overcount timer usage, Lua memory and connection capacity.
Please give all process-scoped gauges an expiry renewed by sampling (longer
than `refresh_interval`), or otherwise clean up retired process series, and add
regression coverage for worker scale-down.
