### Description Ubuntu-based CI jobs now run on Ubuntu 26.04 through `ubuntu-latest`. Dependency installation fails before tests start because `libpcre3` and `libpcre3-dev` are unavailable. Source installation also fails on the removed `apt-key` command, and the OpenResty APT repository does not publish a `resolute` suite. Use distribution PCRE2 and zlib development packages for APT-based builds. Remove the OpenResty repository setup that was only needed for its PCRE/zlib packages, including the source-build path used by Tongsuo/FIPS CI. Keep distribution development libraries on uninstall because other software may use them. The runtime version and runner labels are unchanged. Example failures: [dependency installation](https://github.com/apache/apisix/actions/runs/39719698979/job/119630072893) and [source installation](https://github.com/apache/apisix/actions/runs/39719698978/job/119630073229) on #14064. ### Validation - Bash syntax checks and ShellCheck 0.11.0 pass for all three changed scripts. - In a clean Ubuntu 26.04.1 amd64 container, `linux_get_dependencies` and `ci/linux-install-openresty.sh` complete successfully. The installed runtime passes configuration validation and an HTTP smoke test exercising Lua regex JIT and gzip. - Source-build validation is in progress in a separate Ubuntu 26.04.1 container without an OpenResty APT repository. - Full APISIX CI, ARM64, Tongsuo and FIPS validation remain for CI; they have not been run locally. ### Checklist - [x] I have explained the need for this PR and the problem it solves - [x] I have explained the changes or the new features added to this PR - [ ] I have added tests corresponding to this change - [ ] I have updated the documentation to reflect this change - [ ] I have verified that this change is backward compatible The existing installation workflows exercise the changed scripts. No user-facing configuration changes are introduced. -- This is an automated message from the Apache Git Service.
