### Description `inspect.t` TEST 14 infers JIT recovery from a wall-clock timing ratio: the second `hot1()` call must finish in less than 1.8 times the first call's duration. Runner scheduling and JIT warm-up can violate this threshold even when the final hook has restored JIT. This assertion failed in both the initial run and the automatic retry of [this CI job](https://github.com/apache/apisix/actions/runs/40439606527/job/121976502700?pr=14101). Replace the timing comparison with assertions on the behavior under test: JIT is initially enabled, installing the hook disables it, and completing the final hook clears the hook registry and debug hook and re-enables JIT. Poll for hook installation with a bounded wait instead of assuming the file watcher has run after 1.5 seconds. Existing hook-removal log assertions remain in place. No production code changes. ### Validation - `t/plugin/inspect.t`: all 45 assertions passed on APISIX-Runtime 1.4.0. - TEST 14: 10 consecutive runs passed. - Negative check: temporarily removing the final-hook `jit.on()` makes TEST 14 fail with `JIT should be restored after the last hook completes`. - `git diff --check` passed. -- This is an automated message from the Apache Git Service.
