### Issue description In some scenarios, I want a consumer to have multiple AK&SKs, mainly for a consumer to have multiple sub-consumers that are collectively assigned to the primary consumer when logging. Or in another scenario, when the AK&SK needs to be replaced, create a username with the same name and assign it to a different AK&SK, while the old AK&SK can still be used. When the new AK&SK switch is complete in the online environment, dislicense the old AK&SK.
