Currently there is a possibility that an NC hangs during shutdown because it is
waiting for all jobs ACK from other replicas. This could be due to a job being
started on a node, while at the same time a replica is being declared as dead
upon receiving a notification from the CC. As a temporary workaround, a maximum
wait time can be set for jobs ACK during shutdown since on-going jobs are
interrupted anyway.
