[ASTERIXDB-2520][RT] Make Dataset Memory Reservation Idempotent
- user model changes: no
- storage format changes: no
- interface changes: no
Details:
- Ensure thread-safety of metadata node takeover.
- To account for multiple failures of metadata node, make
dataset memory reservation idempotent.
