CBO is enabled by default in CBO, but there is a caveat. Unless samples are
created on all the collections in a query, CBO will not be invoked. So, a
customer, who is expecting CBO to be used (since it is ON by default), and is
not aware of the samples issue, will not get the benefits of CBO.
The creation of samples in CBO needs to be automated or there should be some
other mechanism to inform the user that samples are needed for CBO to work.
