We need to separate the devices/directories for operator workspaces and
devices/directories for the permanent data storage.
A motivation scenario is AWS. There're two kinds of AWS storage:
-- instance level storage, i.e., local storage. Can be lost if a failure
happens and are recommended for the temporary usage, caching, etc.
-- EBS. Have better persistency properties.
