Summary: Feed policies don't work

Feed policies are not obeyed by the running feed. We need to ensure that the
following basic feed policies work and have unit test cases for them:
1. Spilling.
2. Throttle.
3. Discard.
Elastic policy will be disabled until needed by a user and At least once will
be redesigned.
