I see this validation more in-line with handling end_key and endkey cases
-- to handle backward compatibility to not break user code. group and
group_level is a bit like that, downstream handles group_level only, and we
redesigned the interface today we'd just not have group and let users pass in
group_level and allow for 'exact' as a value.
