Remove unsupported Ubuntu Focal
Tweak some dependencies:
- add `time` the quickjs javascript conformance suite uses it
- make sure lsb-release is installed with its recommends, otherwise we get
a failure during OS detection on Ubuntu Noble
- unconditionally install createrepo-c since Focal is gone
