There are two related commits, both related to improving replicator app
shutdown
1. Tolerate pg and notifier gen_servers not being there when jobs leave
the pg group or do the final notification. This should avoid log noise.
2. Perform a more orderly job shutdown. Give replication jobs a limited
time opportunity to shutdown cleanly and even perform one final checkpoint.
