I think we have since (looking at the date, 2021?) introduced shard splitting. This allows splitting shards on a node to be able to go from a Q=2 to a Q=4 with all the shard being online. See https://docs.couchdb.org/en/stable/cluster/sharding.html#splitting-shards for more details. However shard moving is still a manual process. But now that we have shard splitting and combining with a few new features in recent Erlang OTP releases, such such as message fragmentation across the dist (intra-node) channels, there is no reason why splitting can't also happen across nodes. A move then is even simpler since it would like split to the same Q value, in words just a copy.
