Instead of having two separate jobs combine both.
The new CI is mainly the previous "full" CI but with these stages and
features copied from the "pr" CI:
* Test multiple erlang versions. Add a test variant for the highest Erlang
version.
* Add an explicit source check step.
* Add an explicit docs update check. Fast-forward if only docs changed.
* Use an explicit "base" image. This is the image used for source check,
docs checks and is usually a debian oldoldstable or oldstable version.
