Also remember, that CouchDB uses the Review-Then-Commit (RTC) model
of code collaboration. Positive feedback is represented +1 from
committers
and negative is a -1. The -1 also means veto, and needs to be addressed
to proceed. Once there are no objections, the PR can be merged by a
CouchDB committer.

## Overview
I've made a few issues, but have noticed that specifying the current latest
version in the appropriate field is not possible. This PR fixes it.
I see some alternative solutions/improvements:
1. Change it from a dropdown list to a free form line edit
Dropdown is more user friendly but more difficult to maintain on GitHub.
2. Add adding the version to the template to version release instructions
for maintainers.
If there isn't currently documentation for releasing new versions of
couchdb, it could perhaps be added. It should document all steps needed to make
a new release.
3. Keep the template as is, but automate updating the list of versions
GitHub doesn't support dynamic issue templates to my knowledge, so this
would require some bot automatically commiting the fix, which looks like more
trouble than it's worth.
