CTAKES-297: Added factory descriptor grabber method to dictionary -
Default lookup/LookupDesc_Db.xml to the hsqldb versions instead of Lucene
rx_norm/orange_book.
Add/autodownload orangebook/rxnorm from maven central just like the umlsab
resources.
