Fix For: 4.0.0
Pipelines are currently created and maintained by writing code or by using
verbose xml descriptor files. There should be a format for creating and
editing pipelines that does not require Java, UIMA, Uimafit, XML or other
specialized knowledge. ctakes is meant to be usable by non-developers.
