This was resolved by merging grails-spring-security into grails-core in
#15792 (first released in 7.0.14).

The Spring Security guides don't have their own docs build anymore, so
nothing outside grails-core needs `grails-docs-core`. The
`grails-spring-security/docs` build was the one using
`CreateReleaseDropDownTask`, and 0086e806e7 ("Spring Security Merge - migrate
documentation") removed it along with the per-plugin `docs/build.gradle` files.
The Core, ACL, CAS, LDAP, OAuth2, REST and UI guides are now sections of the
main Grails guide under Security → Security Plugins → Spring Security:

   https://grails.apache.org/docs/latest/guide/security.html#springSecurity

   They're built by `grails-doc` against the in-tree `build-logic/docs-core`,
so the version dropdown comes from the Grails guide itself. Moving docs-core
back to grails-gradle and publishing it, as discussed above, is no longer
needed for this.
