Resolved on `8.0.x` because `grails create-pom` is gone. The report is that `create-pom` wrote `maven-clean-plugin` `2.4.0`, which was not a published release. Pull request #10747, the proposed 2.5.x template bump, was closed and never merged. The generator itself was removed instead. `grails-scripts/src/main/scripts/CreatePom.groovy` was deleted in `02cc333a38` (2014-10-09, "remove last remains of old build system"). `grails-resources/src/grails/templates/maven/project.pom`, which still pinned `maven-clean-plugin` `2.4.0`, was deleted in `15da3f6c38` (2015-02-10, "remove grails-resources"). Both commits are ancestors of `8.0.x` at `d13aa332`. A search of that tree finds no `create-pom` command and no `maven-clean-plugin` pin. The removal is in the 3.0.0 line and later, including the 7.0.0 through 7.2.4 tags except `v7.0.16`, and in `v8.0.0-M1` through `v8.0.0-RC2`.
