This is fixed. Scaffolded controllers call `respond`, and the HTML renderer used to set `text/html` with no charset. Tomcat then defaulted the response to `ISO-8859-1`, which is the header in the report. The view did not replace a content type that was already set. `DefaultHtmlRenderer.render` now sets the content type with `GrailsWebUtil.getContentType(mimeType.name, encoding)`. `encoding` is `grails.converters.encoding`, which defaults to `UTF-8`. That change is `937f5b3bff` (2026-07-11, "Include the charset when DefaultHtmlRenderer sets the content type"). It is on `8.0.x`, `8.1.x`, and `9.0.x`, and in `v8.0.0-M3` through `v8.0.0-RC2`.
