Backport of #16536 to 8.0.x. The three commits from #16536 cherry-pick onto 8.0.x without conflicts. One extra commit marks the new public APIs `@since 8.0` instead of `@since 8.1`, since they now ship first in 8.0. The What's New entry sits in the 8.0 section. Run locally: `StartupTaskSpec`, the `grails-startup-progress` tests, `GrailsLiquibaseStartupTaskSpec` (Hibernate 5 and 7), `ServerInteractionSpec`, the `startup-progress` example's integration test, `GrailsGradlePluginToolchainSpec`, the Forge `GrailsStartupProgressSpec`, codeStyle for the touched modules and `validateRepositoryConventions`.
