This feature last polled before waiting for the recording browser to open, and launching that browser, a JVM compiling RecordingBrowser.java, can take longer than that on Windows CI. The start then counted as unwatched and closed the port before the FAILED status could be read. Poll once more after the browser opens, as a watching page would have, before failing the start.
