Done in #16793. `GrailsFilters` was already the enum of filter orders, so I made it complete rather than adding a second one: every constant has an explicit order, the constants are listed in the order the filters run, and the filters that hard-coded an order (startup progress, latency, CORS, CAS single sign-out, `FormContentFilter`, the Spring Security chain) now use their constant.
