Review Comment:
   Why do we have different logic for candidate calculation? Within code above 
there's a check that given readResult is a writeIntent.
   ```

                       newestCommitTimestamp == null || 
!readResult.isWriteIntent() ? null : cursor.committed(newestCommitTimestamp);
   ```
   However here we don't have such logic, why?
