@jasdeep-hundal Have you tested this against a DevStack instance that's running both versions of the Glance API?
Can you please share your DevStack localrc in a gist? Can you please share the jclouds code in a gist that you ran against a DevStack instance? I'd like to try this in a realish env to help me understand it better.
