@jdaggett @andrewgaul @shri Is `BlobStoreConstants` really the right place for these?
I see over on the compute side that it's split into `ComputeServiceConstants` and `ComputeServiceProperties`. If this was to be consistent with that, I would need to create a `BlobStoreProperties` interface for the properties in this PR. Thoughts? Also, I have no idea about the best Javadoc description for these. I can read the code and try to infer some description but I'm bound to miss some subtlety.
