Wasn't this issue already fixed by the defined profiles? One uses the resources
using paths in the local filesystem, which is activated when building the main
repo, and the other uses resources from the classpath, activated when building
downstream repos.
My comment (in the outdated diffs in the PR me tioned in the issue) was in this
direction.
