This is quite a sensible change that may break many clients. You should also check all uses of the [SkipEncoding](https://github.com/jclouds/jclouds/blob/master/core/src/main/java/org/jclouds/rest/annotations/SkipEncoding.java) annotation carefully and discuss if it is still needed. Then we need to make sure that the relevant live tests for the methods that are using it still succeed with your change.
