Infrastructure for 3.5.0. Draft, more to follow. An appender sends while it holds the appender lock, so a slow sink stalls the logging call and every thread behind it. `BackgroundSender` moves the send to one thread with a bounded queue, avoiding the problems of the `RemoteSyslogAppender` pump it is modelled on: bounded queue, no unobserved fault, one shutdown deadline, counted drops, and a `Flush(timeout)` that can answer honestly.
