   Adds a `Check port label` workflow that fails unless the PR carries a 
`port-to-<branch>` or `port-done` label, registers it as a required status 
check on `2.x` through a dedicated ruleset in `.asf.yaml`, and labels 
Dependabot PRs with `port-done` automatically, since dependency updates never 
need to be ported.
   
   Follow-up to the label-based tracking described in #3161:
   
   - `port-to-*` (`port-to-main`, `port-to-2.x`, `port-to-2.26.x`, ...): a port 
is still needed.
   - `port-done`: nothing more to port, either because every port is merged or 
because none was needed.
   
   ### Notes for reviewers
   
   - The ruleset is limited to `2.x` on purpose. A required check that never 
reports would block merges on `2.25.x`, `2.26.x` and `main` until the workflow 
is ported to those branches. `main` can be added to the `includes` list once 
the workflow lands there.
   - The check runs on `labeled`/`unlabeled` events as well, so adding a label 
re-runs it without a new push.
   - The Dependabot job asks for `pull-requests: write` explicitly, which 
GitHub grants on Dependabot-triggered runs when declared.
   - CI-only change, no changelog entry.
