`StatusLogger.PropertiesUtilsDouble#readAllAvailableProperties` calls
`System.getProperties()` and `System.getenv()` without catching
`SecurityException`.
Under a security manager denying either, `StatusLogger` fails to initialize
and the API breaks with it.
Reproduce: install a security manager denying `PropertyPermission("*",
"read,write")` or `RuntimePermission("getenv.*")`, then call
`StatusLogger.getLogger()`.
