The overall goal of [nbjavac plan](https://cwiki.apache.org/confluence/display/NETBEANS/Overview%3A+nb-javac) is to simplify NetBeans codebase, simplify the matrix of various JDK/javac/NetBeans combinations, simplify testing. As such, the ideal future of this PR is to drop the _langtools javac_ here and replace it with *the same* nb-javac as used for runtime.
