everywhere basically. JVMs which run your junit tests need them and also in
the conf of the application so that the launcher can set them.
lets say you want to configure the surefire maven plugin for tests:
```xml
<plugin>
<groupId>org.apache.maven.plugins</groupId>
<artifactId>maven-surefire-plugin</artifactId>
<version>3.0.0-M5</version>
<configuration>
<argLine>
--add-opens=java.base/java.net=ALL-UNNAMED
--add-opens=java.base/java.lang.ref=ALL-UNNAMED
... add what you need
</argLine>
</configuration>
</plugin>
```
