   Not a bug.
   We can comment out by `Ctrl` + `/` temporary. (`//` is added to the top of 
the line.)
   e.g. 
   ```php
   function example(): void {
       $a = 1;
   //    $b = 2;
       $c = 3;
   }
   ```
   If there is `//` at top of the line, it may be intentional.
   So, the editor does not format anything.
   This is the same behavior as the Java editor.
