### What happened
PHP allows property and method to be declared with same name. This practice
considered as bad design, and NB should warn user.
### How to reproduce
```php
<?php
declare(strict_types=1);
class MyClass {
public string $publicProp; // OK
protected string $protectedProp; // OK
private string $privateProp; // OK
public function publicProp() {} // this statement should display
warning
protected function protectedProp() {} // this statement should display
warning
private function privateProp() {} // this statement should display
warning
}
```
Which one should be warned, property or method?
In order to align with _already declared_ error, the last declaration should
be warned. If method comes last, it should be warned.
