`org.netbeans.modules.projectapi.SimpleFileOwnerQueryImplementation` to the
config property values read for "project.limitScanRoot" and
"project.forbiddenFolders" for:
- path validations, and
- comparisons in `getOwner()`.
Added minor readability improvements and removed unused imports.
