In my case the problem came from the documents folder being on a network drive. You can Check and change it by opening the Explorer, then right click on Documents (or This PC > Documents), then oppen the Settings of this folder, you should find the path tab, where you can Reset the Folder location, most likely it should become: C:\Users\YOUR_USERNAME\Documents After i changed this setting the installer went over the 10% and successfully installed the new version for me, so i could switch the folder back after that. -- This is an automated message from the Apache Git Service.
