This would certainly fit my scenario. We use dark mode in the IDE and we used to rely on an ancient plugin that wrapped Bulenkov's darcula.jar and made it available to NB. At some point in the past this plugin could no longer be installed into NB, but it did get transferred to each new version of NB via importing settings from the previous version. This also worked for the NB versions after Apache adopted the IDE. But I remember at some point (it could be my abrupt switch from 18 to 25) that NB refused to even offer the import at first startup. I ended being forced to switch to the built-in FlatLaf Dark. This would explain why I couldn't reproduce the issue even with 15 and 18 (on my test VM), which I know for a fact worked for me before - because a different LAF was being used.
