Here's a minimal Gradle project that reproduces the error with Gradle 9.0.0.
Please note, I've omitted the Gradle directory and wrapper launcher scripts.
### settings.gradle
```
include 'subproj'
```
### build.gradle
```
apply plugin: 'java-library'
dependencies {
implementation project(':subproj')
}
```
### subproj/build.gradle
```
apply plugin: 'java-library'
```
