   Add a packaging guidelines file outlining how third-parties should apply the 
[ASF's downstream distribution 
policy](https://www.apache.org/foundation/marks/downstream) with regard to 
Apache NetBeans, and specifically allowing some common practices (RCs from 
nightlies, native binary filtering, and JDK bundling).
   
   This is almost identical to the text shared on list.  I made some minor 
changes in the first paragraph, including reference to "under that name".
   
   The build is also updated to include this file in the source bundle.  I can 
take that element out if we want to just manage in the repo for now?
   
   For context, this is partly added now due to concerns with issues seen in 
things like #9476 so that we have clearer guidelines to refer packagers to.
