POS is missing a Z report, the ticket details some things that should be 
included.  I don't really see this ticket as vague even though it isn't highly 
detailed.  This ticket represents a gap of a common POS report that is missing 
from the component, if nothing else it serves to inform users that this report 
is missing.

If we only have tickets for bugs and things that are actively being worked on, 
then what tasks could a newcomer browse and take ownership of?

There is no reason IMO to fear a large number of open JIRA tickets, so long as 
the requirement is clear and scoped (which I think it is in this case).
