I was thinking maybe there is a need for hotdeploy.

In the case of a private component, it would be confusing to place such a 
component into the plugins directory.  Maintaining a hotdeploy could be a place 
for private development and if the developer wants to open source it, it could 
then be checked into the source repository for the plugin directory.
