We have three options available for PO receiving:
1. Go to
[https://demo-trunk.ofbiz.apache.org/ordermgr/control/orderview?orderId=DEMO10091]
2. Here you can see two buttons in Actions section "Receive" and "Quick Receive
Purchase Order".

[https://demo-trunk.ofbiz.apache.org/facility/control/ReceiveInventory?facilityId=WebStoreWarehouse]
If we choose #2, then shipment will create before receiving, but if we choose
#3, no shipment created, it's direct receive the product
When PO Is received partially and then remaining qty is attempted to be
received then shipment id for earlier shipment goes missing because no shipment
is created before.
Proposed solution:
Shipment should also be created before receiving if we choose #3.
