Thanks, Vishal for reporting this issue.
It's data setup related issue. Need to set use limit otherwise, it will run at
max three times. The console also shows the error message if use limit not set
and rules applied iteratively and limit crossed. In the mentioned scenario cart
amount reaches to zero because cart subtotal will be less than $30.
