I totally had forgotten about this issue.
You're setting the 'fixed versions' field. But shouldn't these values be set to
'applied versions' field, per your latest comment? For tickets that get set to
resolved/closed, where the resolution is 'Can't reproduce' the fixed version
field should not be set.
