/robots.txt is an url that contains the addresses to block for a certain 
user-agent.

during a transition effort from /ecommerce to /ecomseo /ecommerce/xyz may have 
similar content to /ecomseo/xyz, and only one of them should be accessible to 
search engines.

they may both stay accessible to users, but access of search engines to 
/ecommerce/* should be blocked in /robots.txt.
