Picklists for production run materials are indeed an important feature that is
currently missing from the OFBiz Manufacturing component.
Your overview of the implementation plan looks good to me. However more
implementation details will be required to finalize it.
As a side not, we will need a new screen to manage picklists for groups of
production runs, based on active reservations of materials that are not already
in another picklist. The material issuance section in the production run
screen, that you mention, can be used for generating picklists for single
production runs, which is fine for some use cases, but is not a general
solution.
