That's because they call "the functionality of this library as feature 
complete."

Again, because it's supposed to be feature complete.

In the end the library is reading strings from files into maps.

It's not like the library is targeting a moving target like an ever evolving 
http specification which changes all the time and of course that would require 
updates and new releases.

Just adding my thoughts here. There other libraries that hardly get new 
releases because they are more or less "done".
