BTW: the `COUNT DATABASE RULES` was split into `COUNT SINGLE_TABLE RULE`, `COUNT SHARDING RULE`, `COUNT READWRITE_SPLITTING RULE`, `COUNT DATABASE_DISCOVERY RULE`, `COUNT ENCRYPT RULE`, `COUNT SHADOW RULE` (Ref: #18583).
