   复现步骤：
   1. 启动boot、admin、zookeeper、mysql 服务。
   2. 创建新的命名空间-wallet。
   3. 插件元数据管理中将已经开启的插件生成到新的命名空间。
   4. 在新的命名空间，打开 插件列表-》proxy-》dubbo，创建如下规则。

   5. 并添加如下规则
